I have a2000 RX2.5 liberty wagon... 18 in rims on the way wondering what springs to get? what size exhaust to upgrade to from stock one ? and how elese besides exhaust to get more power???

Ok first up, your ride will be a little more rough if you go bigger rims with lower profile tyre. There is less sidewall on the tyre to absorb bumps in the road. Just be aware of that when picking your suspension.
In terms of springs you could go lowered springs like King springs, Eibach, etc. Depends how much you are willing to spend. My advice is if you are going to go lower springs, look at getting new shocks to match the lowered height. This will improve your handling and make the ride feel a lot better. Alternatively you might try ISC, they may make coilovers for your lib.
Exhaust, depends what you're after. If you're just after the boxer note, I run a 2.5" press bent catback and still get the boxer note on my WRX, however I also have a 3" catback laying on my garage floor for the track which makes it a little louder. Going too big can affect power, so most people opt for 2.5" to 3".
I'm not 100% sure a 2000 RX 2.5 liberty is turbo, correct me if I'm wrong? If it's not, you should investigate a swap for a EJ25 Turbo motor. The money you'll spend getting power from an N/A is going to be much higher than getting a turbo motor put in. However, if you're just looking to run it cheap for now: Exhaust, SAFC (or reflash) and tuning are going to net you the best gains for your $$$.
